Pele is the greatest athlete in the most popular sport of Brazil, but in terms of being a national hero it's not even close. The thing with Senna is not only he was bizarre good inside a car but he also was a really interesting character outside of it, he was loved pretty much by everybody. Add the fact that he died during a race after a weekend of disasters and he looking pretty worried for everybody makes him a martir and gives him even more status of a legend.

Michael Schumacher numbers wise is the most successful driver ever, but he arguably had "worse" competition and was in a dominant car for the most part of his career. A number of magazines and stuff like that elected Senna the greatest driver ever, and the drivers themselves voted Senna the best ever.
