Concerning the girl's actions: Unless there's more to this than is shown in that vid: no, a hard, closed fist punch to the face is certainly not justified.
A slap or a push on the other hand... well, still not justified, but maybe at least somewhat excuseable/understandable.

As for the guy: Yeah, I guess I would think less of him if retaliated in kind (= with a punch to the face). Mostly because he did instigate by acting like an annoying little shit and also a bit because of guy vs girl.

With the video evidence, him hitting her back will be unjustified, thus can't claim self-defense. What's more, she stopped immediately after hitting him, thus not putting him in jeopardy (can't invoke stand your ground laws).
