Romero is a good pick. His record is ugly AF but he has some wins over former champions and fought other greats like Whittaker and Israel to essentially a draw

Some of the other posters have said guys I was thinking of, so I'll say Demian Maia, he had a great career in MMA but never ever won a belt, and he fought for the belt a couple of times as well.

Lost twice to Bendo and once to Varner
And beat both of them, when they no longer were champs.
Lost to RDA for the UFC belt

Also Chad Mendes would be another one you could throw in there.

Both of these guys were scary good in their Primes. Sad they never won a Belt, because I liked both of them!!
