After European Union (EU) officials warned against the loss of the country’s preferential trade perks with the bloc, Department of Trade and Industry (DTI) Secretary Ramon Lopez urged critics to see past the international media’s coverage of the Duterte administration’s “war on drugs” and look at the “real numbers” instead.

On Monday, EU parliamentarians belonging to one of the oldest political groups in the European Parliament warned that there would be “consequences” to the Generalized System of Preference Plus (GSP+) as thousands lay dead in the government’s anti-illegal drugs campaign while the opposition faces political persecution.


German parliamentarian Arne Lietz, who belongs to the Progressive Alliance and the Party of European Socialists, said that there may be consequences to the trade perks “if the human rights standards are not upheld.”



The GSP+ allows zero tariffs on more than 6,000 Philippine products that are exported to the EU. This perk, which only a few countries enjoy and the Philippines being the only Asean nation to benefit from it, is given on condition that the beneficiary state adheres to certain international conventions, including one concerning human rights.

In defence, Mr. Lopez blamed the international media for focusing on “isolated cases of abuses” which even President Duterte did not tolerate.

“Don’t rely on international media reports. Look at the real numbers,” he said in a viber message to reporters.

Lopez, who had recently gone to EU to explain the side of the Philippine government, said that there are over “108,000 peaceful arrests,” but noted that these “never got into the news.”

“Once again we reiterate that the Philippine government protects human rights and the police follow rules of engagement. There may be isolated cases of abuses and President Duterte does not tolerate those. That’s why there are now investigations,” he said.

“Unfortunately these incidents are the ones carried heavily in media and thus projected too much abroad,” he added.

The parliamentarians were part of an international mission that went on a two-day visit in parts of Metro Manila mostly affected by the anti-illegal drugs campaign, meeting with lawmakers and human rights advocates in the process, media reports showed.

This comes as non-commissioned surveys have been reporting a decline in the support for the war on drugs, a bloody campaign that has drew criticisms both here and abroad for the thousands that died, including those under official police operations.

SWS president: Duterte ratings dip normal but faster than average


MANILA, Philippines — President Rodrigo Duterte would have to maintain "good" net satisfaction ratings for a majority of his term to exceed the ratings of his predecessors, SWS president Mahar Mangahas said Tuesday.

Duterte suffered an 18-point plunge in his net satisfaction rating for the third quarter of this year, based on the survey conducted by polling firm Social Weather Stations.

The president's "very good" rating of +66 in June declined to a "good" +48 in September.

Mangahas noted that the drop in Duterte's ratings is faster than average against his predecessors.

"I would say that the fall is a little bit faster than average, compared to past presidents…They all fall... It’s not something to be proud about yet. If he can continue and match the records of Cory (Aquino), (Fidel) Ramos, and Noynoy (Aquino), then it’s something to talk about, but it’s still only his second year," Mangahas said on ANC's Headstart.


Duterte, Mangahas said, has already exceeded the so-called honeymoon stage of ousted President Joseph Estrada, who only had one year of "good" ratings.

Former President Gloria Macapagal-Arroyo, on the other hand, never had a honeymoon period as she never had a rating higher than +30.

"There's a long way to go for President Duterte to even match his predecessors. All the presidents, their ratings go down," Mangahas said.

Corazon Aquino, Ramos and Benigno Aquino III all had "very good" net satisfaction ratings during their fifth quarter in office with +64, +62 and +56, respectively.

According to Mangahas, Noynoy Aquino had the longest honeymoon period, which was three years.

"Duterte has already exceeded Erap, he has not exceeded Ramos, he has not exceeded Cory and definitely he has not exceeded PNoy (another nickname for Benigno Aquino III) because PNoy had the best of them all," Mangahas said. He said Duterte needs to maintain his "good" ratings "for two more years before you can say he is as popular as those others before him."

For Duterte to match Aquino's ratings, he would have to maintain his "good" ratings until the first quarter of 2018.

President Rodrigo Duterte on Thursday said diplomats from the European Union were free to leave the Philippines within 24 hours.

"Now, the ambassadors of those countries listening now. Tell me, because we can have the diplomatic channel cut tomorrow. You leave my country in 24 hours. All. All of you. You must have taken the Filipinos for granted," he said in a speech during the relaunch of the New Executive Building press briefing room.

Duterte's statement came on the heels of a warning from the Human Rights Watch on October 9 that the Philippines might be at risk of being removed from the United Nations Human Rights Council because of alleged rights violations in the country.

A seven-member delegation of the Progressive Alliance and the Party of European Socialists has also visited the Philippines, calling on the government to “stop the killings, stop silencing dissent.”

They also warned that if Duterte would continue with the government's “bloody” drug war, the Philippines might strain its trading relationships with the international community.

EU mission disavows call

The EU mission in the country on Thursday disavowed any connection with the Progressive Alliance and the European socialists.

"The recent visit of the delegation of the 'International Delegates of the Progressive Alliance' to the Philippines on 8-9 October was not a 'European Union mission,' as falsely reported by some media outlets," Jessen said in a statement.

Duterte’s shift toward China threatens ASEAN centrality
The sudden change in Philippines-China relations shows that Chinese influence remains to be one of the greatest challenges to ASEAN centrality when it comes to the South China Sea disputes


The feeble stance of the Association of Southeast Asian Nations (ASEAN) on the South China Sea in the past has been made even weaker by the sudden shift of Philippine foreign policy under the Duterte administration. As the chairman for this year’s summit, the Philippines could have used this opportunity to rally the Southeast Asian states to support and uphold the arbitration ruling that it won in July 2016, affirming the rights of littoral states under the UN Convention on the Law of the Sea. Instead, President Duterte decided not to talk to China about the ruling for now – while he resets diplomatic ties and secures economic aid from China.

Apparently, the Philippines (under Duterte) has elected to move on. Even with reports of Chinese presence and activity within the 12 nautical mile territorial sea of Pag-asa island, the current administration chooses to keep silent and is too mindful of how the Chinese would feel about any pushback the Duterte government might take with regards to the issue. The decision not to file a diplomatic protest or to hold closed-door negotiations, despite the Chinese militarization activities and what Duterte acknowledged as the threat of war, brings into question whether Philippine national interest is indeed being prioritized by his administration. A diplomatic protest would at the very least signal to China, the international community and the Filipino people that the government is doing its part in protecting Philippine sovereignty.

This sudden change in Philippines-China relations shows that Chinese influence remains to be one of the greatest challenges to ASEAN centrality when it comes to the South China Sea disputes. This is evident in the statements of Philippine foreign secretary Alan Peter Cayetano and the outcome of the Joint Communiqué Of The 50th Asean Foreign Ministers’ Meeting, which noticeably emphasized the benefits of ASEAN cooperation with China in the disputed area. If countries like Vietnam and Malaysia had not been more adamant in their position compared with the Philippines, the communique might not have mentioned the serious concern about reclamation and other alarming activities of China in the area.

Other ASEAN claimants do not share the same approach as the Philippines. Contrary to the Philippines’ softer stance, Indonesia has used the ruling of the Permanent Court of Arbitration to its benefit by renaming the disputed area within its exclusive economic zone in the South China Sea as the North Natuna Sea. Aside from continuously challenging China by pushing for tougher language in the joint communique and calling for a ‘legally binding’ Code of Conduct, Vietnam plans to strengthen its cooperation with a strategic partner – India – not only in procurement of military equipment but also in seeking a greater Indian role in exploring oil and gas in the disputed area. Vietnam has also sought a deeper defense cooperation with the United States, and secured a promise of a visit from a US aircraft carrier by 2018. Malaysia, which had always been cautious about its actions in the South China Sea due to its close economic ties with China, has been continuously increasing it naval defense capabilities and military spending. It stood up to violators of its maritime borders by setting fire to illegal fishing boats that had been confiscated in the disputed area. With his recent bilateral meeting with US President Donald Trump, Malaysian Prime Minister Najib Razak discussed the South China Sea disputes and strengthened Malaysia’s comprehensive partnership with the US.

MANILA (Reuters) - Thousands of Filipinos rallied on Thursday to denounce Philippines President Rodrigo Duterte and warn of what they called an emerging dictatorship, in a major show of dissent against the controversial but hugely popular leader.

Politicians, indigenous people, priests, businessmen, and left-wing activists held marches and church masses accusing Duterte of authoritarianism and protesting at policies including a ferocious war on drugs that has killed thousands.

Signs saying “Stop The Killings” and “No To Martial Rule” reflected fears that Duterte would one day deliver on his threat to declare nationwide military rule like that imposed by late dictator Ferdinand Marcos.

The rallies marked the 45th anniversary of the start of that era, remembered by many Filipinos as brutal and oppressive.

Effigies of Duterte were burned, including one which bore both his face and that of late Nazi leader Adolf Hitler.

A protester with a toy gun played dead on the ground in a reenactment of one of a spree of drug-related killings that activists say are executions staged by police. Police reject those allegations.

Anti-Duterte Senator Risa Hontiveros said democracy was under threat by a “Dutertatorship” with a “policy of killing”.

Vice President Leni Robredo, who was not Duterte’s running mate, said Filipinos should recognize signs of “rising tyranny”.

“It’s sad that we seemed to have not learned our lessons,” Robredro said. “There’s a culture of violence around us.”

Marcos declared martial law in 1972 and held power for 14 years until his removal in a bloodless, army-backed “people’s power” uprising. He abolished democratic institutions and was accused of killing, torturing and “disappearing” thousands of opponents.

‘JUST GRIPING’

Duterte has expressed admiration for Marcos. His critics are alarmed by his autocratic rhetoric and a vicious disdain for his detractors.

But he won last year’s election by a big margin and has maintained one of the highest public approval ratings of a Philippines president.

Several thousand turned out on Thursday to show their support for Duterte at a rival rally that entertained crowds with live music, dancing and food.

“This is to tell the people that ‘here we are, we are the majority who are happy with the government and not those few who are just griping’,” said rally organizer Benny Antiporda, a former journalist.

Millions of Filipinos admire Duterte’s down-to-earth style, his decisiveness and even his imperfections.

His supporters at home and among the diaspora see him as a champion of ordinary people and the best hope for change that presidents from the political elite failed to bring.

The anti-Duterte demonstrators criticized his pro-China stance and the destruction in southern Marawi City by military air strikes targeting Islamist militants.

Others decried what they see as his cozy relationship with the still-powerful Marcos family.

“It seems that what we fought for in 1972, is again back. The total disrespect for human life, dignity, human rights. And that was how we started,” said Rene Saguisag, a former senator and human rights lawyer.

“In some ways, it may be worse.”

MANILA - (UPDATED) President Rodrigo Duterte retained "big majority" approval and trust ratings despite criticisms of his war on drugs and allegations he misdeclared his wealth, according to a Pulse Asia survey released Friday.

The September 24 to 30 poll of 1,200 respondents showed 80 percent trust and approve of Duterte, Pulse Asia said in a statement. This compared to 81 percent trust and 82 percent approval in June, but the difference was within the 3-point error margin.

Vice President Leni Robredo scored majority approval and trust (57 and 55 percent, respectively), so did Senate President Aquilino Pimentel III (55 and 52 percent, respectively), the same survey showed.

On the other hand, big pluralities to near majorities were ambivalent concerning the work and trustworthiness of House Speaker Pantaleon Alvarez (47 percent and 49 percent respectively) and Supreme Court Chief Justice Maria Lourdes Sereno (43 percent and 44 percent, respectively).

Prior to the survey, Duterte threatened to create an independent commission to investigate corruption within the Office of the Ombudsman after the latter launched a fact-finding investigation into his alleged ill-gotten wealth.

Its like they can't accept that the same SWS who released surveys praising Duterte and showing a 95% approval rating back in 2016 is now stating that there is mistrust in the government and that the president's approval rating is suffering a big decline although still ranks as good?

MANILA, Philippines – Malacañang admitted that President Rodrigo Duterte was "being fed the wrong information" after the Chief Executive threatened to expel European diplomats based on the wrong premise.

Because Duterte's statement was based on wrong information, Presidential Spokesman Ernesto Abella then clarified on Friday, October 13, that "there's no directive" for ambassadors of the European Union (EU) to leave the Philippines within 24 hours.

"It's not a question of being misinformed. That means to say he was being fed the wrong information," Abella said in a press briefing on Friday.

Abella said Duterte "was reacting to what he was reading," as Duterte wrongly believed that the European Union wants to have the Philippines expelled from the United Nations.

He then called on the media to "heed" Duterte's request "for correct reportage."

In the same speech where he launched his misguided tirade against the EU, the President himself had urged all government workers to give truthful information.

"To my fellow workers in government, especially those who form part of the Communications Office, I enjoin you to remain committed to your duty to upholding the truth at all times. Never exaggerate, never misinterpret, never agitate as you communicate our platform of governance. In other words, do not be arrogant," he said, shortly before lashing at the EU on Thursday.

While stressing the media's job to report correctly, Abella failed to say that the highest official of the land is ultimately responsible for the decisions he makes.

Abella also did not say that Malacañang is responsible for ensuring that correct information reaches the President.

This is part of complete staff work, where staff members handle the nitty gritty of solving a problem, and all the superior has to do is approve or disapprove the staff's recommendation.

Complete staff work is crucial in any president's decision making.

This is important especiallywhen it involves a warning to kick out all diplomats of the EU – the second top destination of Philippine exports, a major donor of the Philippines, and the fourth biggest source of overseas Filipino workers' remittances.

Guidelines on complete staff work

The Malacañang bureaucracy, especially during the time of former president Fidel V Ramos, has always been expected to be keen on complete staff work.

In June 2011, then Presidential Management Staff (PMS) secretary Julia Andrea Abad issued the Guidelines on the Conduct of Complete Staff Work for the Presidency.

Based on these guidelines, "the President expects the Departments to have undertaken complete staff work (CSW) on all briefing papers and memoranda submitted to him."

Several officials of the Duterte administration and even the President himself, however, have used wrong information several times in the past.

In June, Justice Secretary Vitaliano Aguirre II used a 2015 photo to tag opposition lawmakers in the Marawi crisis that erupted in May this year.

In May, Communications Assistant Secretary Mocha Uson posted a photo of soldiers in Honduras to call for prayers for the Philippine army.

Duterte himself has fallen for so-called fake news, as when he believed the propaganda that Rappler is being funded by the Central Intelligence Agency of the US.

And besides those Nurses are not in the Philippines only some one who have lived in the Philippines for atleast a couple of months during Duterte's magnificent reign can only now what is really happening.

I work with a few Filipino nurses who are horrified by what's happening back home.

Yet I've spoken to some that are massive Fans. Its not that simple and if you support democracy I don't understand why peole are stating he shouldn't be in.
