I do not agree. You literally claimed that all candidates that get an interview are all equally qualified. This is rarely, if ever, the case.

In an unrelated matter, often the entire hiring process is a legal formality because the ultimate person to be hired was selected before the public process ever began. This is very common in public institutions.
