It would've been better for Xi and China to have continued on with a full second term still ahead under their now defunct political/governing structure and if when 2023 came around he was still the man to lead, then make the necessary amendments for additional time without such an immense concentration of power that puts him on equal footing with Mao, but of a country that is by orders of magnitude more significant in contemporary times.
He's got the ability to create and fold agencies at the snap of his fingers, can launch policies sans any consensus, process or safeguards. Up to now, Xi's been damn close to flawless on everything from economic reform and infrastructure development to anti-corruption and poverty eradication to military capabilities and science/technology advancement but not in the form of the one-man dictatorial rule he's obtained.
The possibility of political reckoning is always there given the highly repressive nature of the CCP but it depends on the lens through which you view it and cultural differences are paramount. Since 1978, there's been an unspoken pact between the government and its people with the trade-off of continued prosperity and national achievement (among the perpetually increasing number of those comfortable enough to mind) for staying out of politics.
