PRC: Xi Jinping's Ascension to God Status

The amendment proposal needed a two-thirds majority from the National People's Congress in order to pass. It got 2,959 votes out of 2,964 (99.8%) approval with two against and three abstentions. It's Official: Emperor Xi Jinping.

Edit: 2,958 with one invalid. Not that it matters.

"Get rid of"?

Heh.

You must not be particularly familiar with the current state of Chinese jurisprudence.

Nothing is forever.
Democracy perhaps least of all.

Xi would argue that Western political systems are associated with fractured societies, inefficient government, endless power transitions and perpetually high potential for social disarray. Point taken, but the PRC was already a one-party authoritarian state that moved largely as one in lock-step. This amendment veers it more in the direction of a totalitarian dictatorship considering it's as much of an ideological movement as anything.

It's really a truly stunning turn of events and kind of surprising how relatively little discussion it's generating given China is a legitimate superpower with massive impact on the global stage.

A lot of national leaders have bussines interest in China they dont want to mess things up and I would even go as far to say that they like this not so dramatic turn of events.

Why China's Xi Jinping May Have to Rule for Life

In the end, dissent was negligible, just as Xi Jinping likes it. Sunday’s vote to remove term limits from the Chinese presidency, thus allowing the incumbent Xi to rule beyond his erstwhile 2023 retirement date — and possibly for life — was passed by 2,958 votes in favor, with just two against and three abstentions

The final tally at China’s National People’s Congress annual parliament at Beijing’s Great Hall of the People was hardly surprising. Xi has spent his first term purging the ruling Chinese Communist Party (CCP) of any faction that challenged his omnipotence, while dialing up censorship, amassing more than a dozen separate leadership roles and assembling a budding cult of personality.

“The great dream of national rejuvenation encourages us to keep striving,” NPC Chairman Zhang Dejiang told delegates after the vote, urging them to “thoroughly study and apply Xi Jinping Thought… and realize the Chinese Dream.”

But China’s return to strongman politics dredges up dark memories of the nation’s tribulations under Mao Zedong, whose ill-fated Great Leap Forward and Cultural Revolution cost tens of millions of lives. With reverence for Xi a necessary condition for career advancement, there’s very little incentive to voice differing opinions, with the lack of vigorous policy debate a real worry for continued good governance. Today, this has possibly calamitous consequences far from China’s borders given the world’s number two economy remains the single largest contributor to global GDP growth.

“There was more opposition in Mao’s time than today,” says Professor Kerry Brown, director of the Lau China Institute at King’s College, London, and author of CEO, China: The Rise of Xi Jinping. “It’s kind of bizarre because the consequences of opposing then were so high but people still did it. And now you’ve got almost complete silence.”

Not least because since Xi’s eponymous political thought was added to the constitution, challenging him could be construed as treasonous. But the question remains why the 64-year-old princeling believes centralizing power is now necessary, despite the very real risk of rekindling secession crises and sycophancy that reformer Deng Xiaoping guarded against by diffusing power in the 1982 constitution.

“It’s committing political and career suicide and risking financial ruin for anybody to actually oppose Xi,” says Professor Steve Tsang, director of SOAS China Institute at the University of London.

The fact our President is Donald Trump and their is a former peasant that pulled himself up by the bootstraps to study chemical engineering, serve in the military and then worked his way up through the ranks of the policial party says everything about the trajectory of our respective nations.

Yeah, that's one of the aspects I can really dig about him. He's also shifted billions towards making China a global powerhouse in the aforementioned areas of fundamental and applied research whereas prior to his presidency the country's STEM output was damn near entirely based on late-stage product development. He's drastically changing the science and technology sector from one of a desire for quick successes to robust innovation.

The higher they're propped, the bigger the fall.

China is not surpassing us militarily, culturally, our technologically, at least not in a few years

EOS: China Catching Up To United States In R&D

“The U.S. is still the largest supporter of science and technology, but China is coming on fast, and they are making big commitments to the future,” NSB chair Maria Zuber told Eos. In addition to developing these indicators, NSB governs the National Science Foundation (NSF) and advises the president and Congress on science and engineering policy, research, and education issues.

“It’s not to say the sky is falling, because the sky isn’t falling. But one also doesn’t want to be asleep at the wheel. There is room for lots of countries to get involved, and it’s good for everybody. But, of course, the U.S. wants to maintain its leadership role.”

“We are involved in a global race for new knowledge,” NSF director France Córdova said at an 18 January briefing about the report. The United States “may be an innovation leader today, but other countries are rapidly gaining ground. It is not inconceivable that we may be overtaken in time. Our investment in basic research must remain a national priority.”

No Kidding.

A certain someone in the PRC with a chemical engineering background walked through the door five years ago yesterday and launched a blizzard of institutional changes including reform of the S&T funding and evaluation systems, shifting priorities towards fundamental/applied research and instigating policies to encourage investment in them, raising the budgets for R&D overheads, cutting bureaucratic red tape to give scientists more freedom and incentivization efforts for foreign talent to come abroad.

The PRC has the largest and most productive research organization on the globe in the Chinese Academy of Sciences (top agency executive Bai Chunli has Caltech/JPL affiliation) and the country's scientific culture has shifted from a predominant focus on late-stage development to one of original discovery and innovation. They have made serious advancements in quantum cryptography for example (link), which has wide-ranging implications for the future of military defense tech and cyber security.

The Five Most Important Moves In Xi's Big China Cabinet Shake Up

China’s sweeping government restructuring plan gives President Xi Jinping more direct control over the levers of money and power by consolidating, creating or eliminating dozens of agencies.

The plan presented to the National People’s Congress on Tuesday leaves 26 cabinet-level ministries tasked with regulating industries and initiatives at the heart of Xi’s policy agenda. Their duties range from curbing risk in the country’s $43 trillion banking and insurance sectors to overseeing aid programs for the president’s Belt and Road trade-and-infrastructure initiative.

“In the past it wasn’t clear who had ultimate responsibility, with issue areas split between different ministries,” said Yi Kwan Chu, a director in the China practice at the Washington-based Albright Stonebridge Group consulting firm. “There were too many cooks in the kitchen, creating chaos."

That was quick.

This dude is everything Trump and Putin wish they were.

From MIT Technology Review:

"Regarding 'One Belt, One Road,' I think in a globalized world, there are many belts and many roads, and no one nation should put itself into a position of dictating 'One Belt, One Road.' That said, the 'One Belt, One Road' also goes through disputed territory, and I think that in itself shows the vulnerability of trying to establish that sort of a dictate." -- James Mattis, US Secretary of Defense

Xi's OBOR initiative - spanning more than 60 countries - is the realm of hyper-ambitious with a scope unprecedented in modern history in its attempt to gain control over the means of delivery. It's had the immediate benefit of forging stronger geopolitical ties, opening new markets for Chinese companies and provided continued demand for production with the larger agenda geared on reshaping global economic order around China's interests wherein they're of a most advantageous position to dictate the terms of global trade. PRC's system of industrial planning allows them to coordinate the activities of myriad groups toward a single goal and this is a strategy that's been implemented across every R&D field as well.

i wonder if jinpings quest for power has more to do with a collapsing china as oppose to a booming one.

quell the masses.

Norway? It's probably the most beautiful country in the world and occupies a famously prolific position on the HDI but one of the things I found incredibly bemusing about The Donald's shithole scandal and mock "Why would Norwegians come here?" responses is how oblivious people were to the fact that prior to the discovery of its North Sea petroleum reserves in the 1960s and building of its trillion-dollar wealth fund, Norway wasn't exactly all that and people couldn't jump ship to America by multiple millions fast enough. It's goofy hypocrisy and unearned smugness.

And then to pretend the country in its wealthy, contemporary form is some kind of welcoming immigration hotspot akin to borderline self-loathing Sveden? You've gotta be fucking kidding me. A right-wing - for Europe - party is part of the current government coalition with the Conservatives and has a 'controversial' Immigration Minister (below) that doesn't think a whole lot of Moslems and other assorted brownies. Norway rejects and cracks down hard on economic migrants and throws out undocumented immigrants posthaste. You need to bring money, skills or both to the table at the least to take up residence there. It took in a whopping 2,000 refugees in 2017.

Dunno if that caricaturization is fair though.

So Norway still more viking than Sweden.

I can admire this Xi. From feeding pigs to leader of a massive country. It is almost Hongwu - esque without the mongols to fight off.

We need more leaders like that in the western world. I guess Obama is closest we have to that.

@ShinkanPo What is your personal opinion of Xi Jinping?

It seems he's about the farthest thing from a fan.

It would've been better for Xi and China to have continued on with a full second term still ahead under their now defunct political/governing structure and if when 2023 came around he was still the man to lead, then make the necessary amendments for additional time without such an immense concentration of power that puts him on equal footing with Mao, but of a country that is by orders of magnitude more significant in contemporary times.

He's got the ability to create and fold agencies at the snap of his fingers, can launch policies sans any consensus, process or safeguards. Up to now, Xi's been damn close to flawless on everything from economic reform and infrastructure development to anti-corruption and poverty eradication to military capabilities and science/technology advancement but not in the form of the one-man dictatorial rule he's obtained.

The possibility of political reckoning is always there given the highly repressive nature of the CCP but it depends on the lens through which you view it and cultural differences are paramount. Since 1978, there's been an unspoken pact between the government and its people with the trade-off of continued prosperity and national achievement (among the perpetually increasing number of those comfortable enough to mind) for staying out of politics.

China To Move Millions of People From Homes in Anti-Poverty Drive. Mass Relocation from Remote Rural Villages is Part of Xi Jinping’s Goal of Eradicating Extreme Poverty by 2020

So Norway still more viking than Sweden.

Yeah, not even comparable on a sociopolitical front.

Yeah, not even comparable on a sociopolitical front.

What I've read about him is wildly interesting, impressive, and no small amount of scary. For all the "4D Chess" comments idiotic Trump supporters make, Xi (and the modern CCP in general) does seem to be operating with a focus that is tremendously long-term-oriented. I suppose that is the benefit of the one-party state, compared to Western democracy where it's 4-year intervals of maximizing in the short-term, appeasing the short-sighted whims of the electorate and donor class, and kicking the can of longterm issues down the line.

It's especially strange to me how Xi, who purports to be a Marxist, has betrayed every Marxist principle in undermining the working class and its voice, leveling labor organization, increasing economic and political hierarchy, and embracing state capitalism...but now seems at last may be poised to shift the distribution of political capital back to taking care of said-disenfranchised class and creating a more even consumption economy.

Now that Trump has crippled the United States' international standing and ceded its position on the world stage, it looks increasingly inevitable that China ascends past us to super power status much sooner and more dramatically than predicted.

I think he is Duterte's Putin if you know what I mean.

I think I do know what you mean.
