I don't understand why you would think it is necessary to bolt it to the ground. I'd get some rubber mats like horse stall mats and put it on that. My biggest concern would be the noise and complaints.
I would still deadlift and do other bits and pieces at the gym. Shouldn't be THAT noisy as long as I'm using it during reasonable hours.
It really will depend on how insulated the walls and floors are. You'd be surprised.
I think anything you did inside the rack (e.g. squats, bench) would be fine. Something where the weight is on the front of the rack might be a concern. You could counter-balance it by putting weight on the back of the rack e.g. have a loaded bar on the hooks inside the rack to counter-balance your weight when you do chins/dips.
As long as you are super rough I think you should be fine.

I'm doing the same. NO belt, light weight and lots of volume. I feel strong and about 6KGs less BW than I was when I got injured.After my tonsillectomy, I had lost 15 lbs and my strength was way down. I reset with mainly working higher reps and volume. Also, training beltless more and doing different variations of lifts. I haven't had DOMS like this in years. The funny thing is that I'm using pretty light weight. I don't think I've done over 80% of my 1RM.
