Title shots stopped being about "deserving" a while ago. At this point, I thought this was a known fact.
The UFC's let him get away with it for quite a while, so there's no surprise those are his demands despite his record.
Also, there's a high risk/low reward element in that fight for him, so I don't blame him. He's probably aware that one more loss, and the main/co main event status is gone...

Once he got the belt at 145, the obvious move for him and the UFC was to go for the 155 strap, and make his Irish cash cow become champ-champ.
Also, Alvarez beating RDA made it impossible to pass on the opportunity.
Kinda how I see it too. Not a Conor fan either, but I'm thinkin about putting some money on him tonight. Nothing big, just some to keep more interest in the fight. He loses, not something I'm gonna miss; he wins, well, at least I made a few bucks in the process.
