Something Riley Bodycomb had suggested was to have no points for takedowns OR sweeps unless it gets you past the guard. The idea being that if the guard is a neutral position, you shouldn't get points for getting into someone's guard.
If you're doing Hon Kesa, it's because the guy already won the underhook battle and you need to get him flat again.
Also, there is no universe where BJJ blue+ belts are better at escaping this position than competitive judoka.

The sweeps are the same but the leg hook makes every single dog fight sweep easier. If you have the hook they can't turn their hips toward you. They can't tripod to drive you down with their whizzer. They HAVE to put weight on you almost entirely over your hips.
