Fighters below heavyweight that don't move up shouldn't be considered. Henry Armstrong, Ray Robinson, Samart, Saenchai... no problems with challenging up in class. Not to Mention Petrosyan is particularly finicky with rules.

I've seen a thousand (Thai vs Thai) fights where if one of them was a foreigner there'd be a hundred YouTube comments about how he was robbed. Outsiders only truly get heated when it's the foreigner who is "robbed."

Watch fights from the 70's and 80's and you'll see the structure of the fights were largely the same as they are today...
In that other thread you said Pinca is/was elite (no he isn't/wasn't) in part because he beat a version of Kaensak who was 15-20 years past his prime and obviously much smaller than Pinca.
