I don't think athleticism is as universal as we make it out to be. The athletics demand of jiu jitsu are quite different from football or soccer. I'm pretty sure we all know who were not especially strong or explosive; but took to jiu jitsu very quickly because they were lanky with mobile hips...

It's not super clear to me how seriously Mocco ever trained Judo; or if he just did enough and the winning happened on account of him being Steve Mocco (he was arguably the most dominant HS heavyweight of all time).
I'd add what's a bit crazy is Nolf has been a bit overshadowed by some of his teammates like Zain Retherford and Bo Nickal (and others) who are also absolute savages. The whole Penn State lineup has been and is staggering in the depth of talent and dynamicism.
Nolf is an absolute machine. 2x NCAA champ and 3x finalist going into his senior year. His record is something like 86-3.

I think there are reasonable adjustments to the wording of this rule that encompass both the hooks, body triangle and other such permutations of how the legs are used to control using the rear mount; ie, being able to touch one foot to the other leg or something like that.
