Context makes the story. Her reputation as being devout was ruined when many in her community assumed she casually swears, and that was without people suggesting it only makes sense if she swears at home.

Not sure it's entirely possible to enforce. I suggest shaming any blatant dishonesty for starters and perhaps this will aid in ushering in a more honest environment.
My general complaint is that people are not held responsible for arguing in a less than honest manner. It's not exclusive to any one issue. Civility is fine, but there needs to be a third party to weigh-in if this is to be any different than the WR, otherwise, it's just a friendly WR.
Hot button issues to me means controversial topics such as Affirmative Action, Transgender bills, etc.
Though I don't think the problem is civility as traditionally defined, but it's about honest discourse. These discussions won't be any different unless there is a moderator to call out BS.
