It’s not that controversial IMO - good refs know what clinching is and allow it but will not allow holding.
It’s just that there aren’t many good refs.
Start with the dictionary definition of clinch - it’s not the same as hold:
“grapple at close quarters, especially (of boxers) so as to be too closely engaged for full-arm blows.”
Then think of two guys up close, infighting with the interlocking of arms but then “working it out” to land body...

From what I’ve read and listened to, I think this is what Ukraine needs to hold ground.
Going on the offensive against prepared Russian positions seems futile, even with the additional capabilities as you describe.
It’s all been too little, too late, especially from Europe.
Grim situation.
No way Russia goes for this - it’s clear Ukraine doesn’t have the capabilities to retake territory where Russia is dug in and their hand only seems to get weaker as time goes by. Putin knows this.
