All of Jon Jones opponents were juiced and he's never lost yet alone to a clean fighter. GOAT. Never been KTFO'd and beat the most feared heavyweight at the time in Daniel Cormier.

Anderson Silva as awesome and exciting as he was, was simply a showman with a record that was built on guys that had no chance against him, not former world champions. Resume wise the two can't be compared.
