I often encounter this sound byte when I am browsing through fitness stuff about fake natties.

I keep encountering it but I've never heard someone get into it.

From what I have heard it's a fat free mass index of around 25 or 26?

So in practical terms those individuals would have a BMI of around 27 or 28 at their leanest?
 
Not sure what your question is, but I don't FFMI and BMI are related. As to the science behind FFMI, I believe it is based on empirical data, knowing who is on gear or not, and trying to derive a formula based on their stats. That's why they say "99% chance guy x is on gear", but cannot tell 100%. It's not "proof", just strong hint.
