To make a case for Georgi. Nagibin shifted his arms and fell forward before Georgi said it. It's entirely reasonable that Georgi could have interpreted this as Nagibin's body going slack from the choke. It's Herb's fault for being such a dumbass as to not *check* first before he made the call, as any competent referee would have done (not like people are in danger from a blood choke).
