Edgar vs Korean Zombie fight card complete?

So we're only 3 weeks away from UFC in Denver and the fight card has been sitting at 8 fights now for quite some time. The UFC usually has 12-13 fights on every card and most of the time they have the full card posted 4-6 weeks out. They even have a full 13 fight card for the event a week after Denver, but yet the Denver card is 4-5 fights short.

Has anyone heard any rumors or reasons why this card is so shallow? For a 25th anniversary event you would think they would go all out. Instead we have 3 good fights and 5 lackluster ones. Thoughts?
