That's right. There is no mechanism. The sanctions that can be levied by the Council most likely will never be levied because the two countries that are the biggest culprits are Germany and France, as far as debt to GDP ratio and running deficit. I could see the Visegrad Group of Poland, Hungary, Czech Rep and Slovakia seceding first as they already have the framework in place and was wondering if perhaps some of the smallest and most vulnerable countries like the Baltic states of Latvia, Estonia, Lithuania (the last having historical ties with Poland) and perhaps a couple in the Balkans like Slovenia or Croatia would view that as a more favorable option.
