He's giving up 7 lbs because Conor's team asked for 152 pounds, and 154 pounds is the closes weight division to 152 pounds. Blame Conor's team for it being at 154 rather than 147, since it was their request to have a higher weight limit.

Note this also suggests that Conor's team isn't worried about the difference between 8 oz and 10 oz gloves - they clearly prefer bigger gloves and a smaller weight cut.
