Russia traded this guy away in 2010, so they didn't value him enough anymore - they traded him for those 10 Russian spies busted in the US(that hot red head was the most infamous). So unless Putin (Medvedev was a puppet) REALLY wanted those 10 out from the US - that bunch seemed amateur and pretty rag tag - maybe that was his first election tampering crew and that's why he was desperate to get them out as they weren't hardened spies and might give up the plot.
