GOAT HW to never fight for any sort of world title?

A few weeks ago I called Rex Layne possibly the best HW to never fight for a world title in a discussion on here. It was just an off hand comment when discussing something else. And it got me thinking there's so many obscure belts out there who actually is the best HW to never fight for a title? Not just a consensus one, but an alphabet one or one without much recognition?

Regional belts do not count but world titles only recognized by regional bodies do. For example NSAC considers Archie Moore v Nino Valdes to be for the world HW title. The segregated belts count to.

Possibiltys I came up with in chronological order.
