Rules on flying armbar/flying submissions?

For the rules in some no-gi competitions at lower levels, they say "jumping guard" isn't allowed. Is a flying armbar considered jumping guard? Not the "guard pull sit and spin" type but something like this,

nooby question, but just wondering. Never competed in anything not under judo rules.
 
No, "jumping guard" refers to leaping at your opponent into a standing closed guard position. The danger is that inexperienced/careless/tired/unlucky people end up sending their hips directly into their opponents knees, with occasionally catastrophic results. Flying submissions are less dangerous because the hips are moving targeted at the upper torso.
