You yourself said marriage isn’t about having kids, it’s about “consenting adults” living with the partner of their choice. In that case siblings should be allowed to marry as they are consenting adults.

Also government shouldn’t interfere in their lives n prevent them from having kids as it doesn’t do it with regular couples with health issues that can be passed on.
