Scam ads via new tabs on legit sites

Hi Everyone, just wondering, who is responsible for new tabs automatically opening on legit websites?

Is the site hacked? Is it the webmaster looking for monetization and selling ads space to bullshit scammers?

Who set these pages up? Do they work? Are there actually people believing that their computer is slow due to... that they won the lottery.. that their hot neighbour wants to have sex with them.. etc..

I have Adblock, but they appear anyway, it's ok. I just want to know who is responsible.
