Unfortunately, I don't speak Swedish, so I can't look into the one source they cited, but considering the fact that the life expectancy of HIV patients post diagnosis has more than doubled in the last 20 years (https://www.healthline.com/health-n...or-americans-with-hiv-reaches-parity-121813#4), it makes sense that the number of HIV+ people in Sweden would increase. I'll look into this more later, but the report already seems pretty fishy, even without looking at the rest of the site.

The rate of infection should be on the decline, but even if that is the case, a lower death rate among HIV+ people could still result in an increase in the total number of infected over a certain amount of time. I don't know if you have any background in calculus or differential equations, but there's a tool used by epidemiologists called the SIR model that I'd invite you to look into:

In Africa a diagnosis of AIDS is given differently than how it is given in the west. In the west HIV is said to cause AIDS. In Africa and other areas of the world a different criteria test is used to give a diagnosis of AIDS. It is called the Bangui definition for AIDS. The Bangui definition of AIDS is a series of questions a health care provider asks, questions such as have you experienced weight loss, have you experienced diarrhea, etc. If you answer yes, then you can be said to have AIDS.
