The problem is promiscuity and stupidity.
Sleeping around with 50 people before you're 30, letting people fist your ass or practice double anal sex.
In Uganda it's even worse because people with obvious STDs do not go to the doctor, don't use condoms and use bleach on the vagina to dry it out. Apparently they also eat the poo poo there.
Blowjobs are harmless in that context.

Countries that have been able to control HIV and STDs in general did it through free condoms and education or draconian laws like in Saudi Arabia where you get killed for being promiscuous. Uganda isn't doing either by banning dick sucking.

Oh dear lord. Episodes like this are very comical when you look at it with western valued eyes.

The problem is that, if you want to reach out to people with no education and not knowing what is outside of their country or even their town, you have to be good at entertaining to reach out to their understanding ability.

I came with posters that any 2-3 year old in our kindergartens would understand, but in this case it was targeted to grown up women. Resulting in me becoming a show man in the process. Many times facial expression and body language were a much more efficent tool than that of the verbal communication.

But still this poo poo is indeed comical. I have never seen this kind of information campaigns used in Angola, Mozambique or Guinea-Bissau. Must be a isolated Ugandan thing.
