Without the liberal reforms of the late XIX and early XX its most likely that communism would had eventually won.

They won't.

But just shipping food and such won't work either cause those in power will seize it for themselves. It's what happened in Mogadishu, East Berlin, and other areas where the US tried to drop in food.

I assume the US is hoping that the state of the nation will lead to it’s people demanding change from or ousting their leaders, and are trying to isolate them so that it happens more quickly.
 
I remember the lefties in my home state holding up Chavez and Venezuela as being socialist models. Ten years later...
