I tend to agree. The thing I keep coming back to is that he was obviously justified in stopping the other vehicle, and no matter how he did it there was about to be a gunfight on that street. It might have been safer for him to try to ram the vehicle, but I think that's only slightly safer. A 1/2 ton SUV climbing up onto the sidewalk and hitting a pedestrian (or several) would do a lot of damage.
This is seems like it was a reckless idea, but the next best idea doesn't ensure more safety for the public on that street, necessarily. Still, there is something that feels off when a cop goes full Lethal Weapon.
