Your source is from a 1978 paper comparing shielded nuclear plants and unshielded fly ash.radiation from coal plants is a bigger problem than from fucked up nuclear power plants believe it or not. Coal is foul. Fukushima was terrible, but people overestimate the effect it had outside of its immediate locality. Partially because of disinfo pictures that purportedly showed radiation across the pacific, but were actually of something else entirely.
