No its not. There are civic nationalists and white nationalists. The former believe that being white is not central to the national identity, the latter do.Putting white in front of nationalist is just their way of discrediting the nationalist movement without actually having to debate it.
Nationalism today, in north America, tends to be practiced by white people. That has resulted in anyone who is a nationalist being branded as a white nationalist. Same thing with Alt-Right, originally that was the new right, younger people that had right leaning views but didn't care about some of the traditional right beliefs (anti-gay marriage, church ties, etc.). The alt-right are white nationalists, as in actual white nationalists and not just white people who are nationalists. Richard Spencer is the guy who popularized the term going back to 2010 and he is a self admitted white nationalist.
