On one hand, I feel for the guy, given how the UFC has jumped through its ass for Conor and Bisping. T-Wood is right that he has been one of the more active champs. But all of these BS title shots have got to stop. Nate Diaz should not get a title shot. So I think the UFC has decided that they are not going to be jerked around by T-Wood after what Conor in particular got away with.

I don't really see how this changes the equation if Woodley wants to hold out for a money fight. After all the interim champ is just the #1 contender by another name.
I think it'll only get worse with the titles in UFC. Every champ will immediately use it as a bargaining tool for more money and they will keep ducking legitimate contenders.
I've been going on about this for a while now. Scrap the titles and have a yearly tournament in each division with the top 8 seeded. Final offers the biggest payout of the year and rewards the hardest working fighter. Tournaments are cool af, plus, lower seeded fighters could be reserved for pullouts and replacements.
You will then have something like lightweight champ of 2018, lightweight champ of 2019 etc. Some guys could brag about being back to back tourney winners.
