I can't answer how the Swedish police force in general holds up in comparison to other countries but what I can tell you is that these criminals are not very bright and if there was a political will to enforce the government's monopoly on violence, they could easily do so.

A town just north of Stockholm, changed their strategy recently. If they couldn't convict these criminals of violent crimes or for drug trafficking, they confiscated their cars, they used the social services to make sure they lost their status as legal guardians, they evicted many of them from their apartments on grounds of illicit use of their homes as well as deported many criminals.

This is something they could have done decades ago but the media and the politicians wouldn't sign off on it. They still don't in general but this just goes to show how nefarious everything is, they could fight these criminals from different angels even if they don't get them on major crimes but it isn't sanctioned.

And what do you mean by quell? Shoot looters and vandals on sight? I hate gangs and violent protests, but when I hear stuff like Trump threatening to send the Feds into Chicago, I feel he's picturing them gunning down everyone on a street corner. Crime is a complicated thing, you have to have the proper mix of force and policy. A few troopers on a stations at intersections would be an okay start, I'm just wary of the "send in the army" slippery slope.
