It's clearly Stallone. I have my issues with Arnie, but do in fact respect him in this area. That said, he is a distant second to Stallone.

In overall quality, volume of output, and duration Stallone is the clear leader.

It's a better debate finding second place. Stallone is probably the best answer. But cases can be made for other legends like Bruce Willis, Van Damme, Maybe Jackie Chan, and yeah, Tom Cruise.

If I was to make a Mount Rushmore for action heroes, it'd be Arnold, Stallone, Willis, and Van Damme.
