It's not current pork per se, it's just a loophole to smuggle it in later. You should know by now they don't write bills that are just what they say they are. It's not even clever, but everyone has to pretend the bills are all "the hugs for puppies act" because they can't make a separate bill called "pork for donors".

“(a) Establishment.—There is hereby established in the Treasury of the United States an account to be known as the Cost of War Toxic Exposures Fund (the Fund), to be administered by the Secretary.

(1) the delivery of veterans’ health care associated with exposure to environmental hazards in the active military, naval, air, or space service in programs administered by the Under Secretary for Health;

“(2) any expenses incident to the delivery of veterans’ health care and benefits associated with exposure to environmental hazards in the active military, naval, air, or space service, including administrative expenses, such as information technology and claims processing and appeals, and excluding leases as authorized or approved under section 8104 of this title; and

“(3) medical and other research relating to exposure to environmental hazards.

You just can't help putting your footh in your mouth huh. The bill with the exact same funding, which is all spending towards veterans care and no pork, was passed by the Senate in June. Then the republicans tried to vote it down for political reasons, after it came back again. Then they were pressured and shown to be liars and cowards by their false objections, and a few days later they cave and pass it again. Truly showing that nothing was wrong with the bill in the first place and it was all political theater. Which it was.
