In my experience, most people that say they don't have the wrist mobility to rack a bar are usually limited by tight lats and triceps, not their wrists.

The ol' jump at the bar rather than with the bar. If you can keep more vertical rather than all of the horizontal displacement you get from throwing your hips into the bar, that things is right there.

Yeah, you definitely want the bar to spin when snatching or cleaning. A bar that doesn't spin is a good way to hurt your wrists.
I did 161/204 in training within a few months of us deciding to move me up and just got a clean & jerk medal at the AO. I likely would have gotten a medal for total if I wasn't snatching like such an asshole.
