I'm concerned about the opponents, and there being no incentive for the fighter to get as close as they can to weight when they realize they're going to miss, instead of giving up and coming in 7 pounds over.

As I'm sure you're aware, fighters are aka being docked 30% (if I recall correctly) for going over the limit (plus a free pound if you want to look at it that way, either way there is a limit). Are you saying you're against that?
People are already being fined 30% for being over the weight limit (which is one pound over the title fight weight requirement, of course). If you're over 206, you're over. At some point the line will come down to .1 pounds.
