Fun fact: Bill Gates wanted to use REM's song It's The End of the World As We Know It for his Windows 95 commercial but was denied.

There's no credible evidence or historical records to support that.
It's the kind of thing you often see spread on the internet, similar to the myths about cracking your knuckles causing arthritis, swallowed gum staying in your stomach for seven years, or the rumours about Paul McCartney dying in the 1960s and being replaced by a lookalike, along with the urban legend involving Richard Gere and a gerbil.

Also, from a logical standpoint, it doesn't seem sensible to use that specific R.E.M. song. Opting for "Start Me Up" makes more sense due to its alignment with the iconic "start button" feature on the Windows 95 launch screen.

I read it from a book, actually. Here's a source (this is not the book that I read):

Underrated and awesome song from JA. Wasn't aware it was used in a tire commercial. I had to look it up.

Now, with the context provided by the source you gave, it becomes clearer. Because without fact-checking, anyone reading your initial post would have to assume that the information you provided implied that "Start Me Up" was Gates' secondary option for the Windows 95 advertising campaign, as he couldn't secure approval for the R.E.M. song.

As where the source you provided explicitly states that Microsoft had already acquired the rights to "Start Me Up" as the primary theme for their advertising campaign, and they were also interested in purchasing the rights to the R.E.M. song for secondary usage. (but did not get approval because the Georgia-based band turns down all requests to sell the rights to any of its songs.)

With the proper context provided, the difference becomes quite significant.

So technically,

Fun fact: Bill Gates wanted to use REM's song It's The End of the World As We Know It for his Windows 95 commercial but was denied.

is true, but within the broader context and what it implies, it's not very accurate.

Context matters.

Geez Louise. All I wanted to do was share an obscure fact for shits and giggles. Next time, I'll just keep my trivia to myself.
