It's already normalized.

Alcohol, one of the most destructive recreational drugs, is among the most advertised products in the world and can be readily bought and consumed at grocery stores, restaurants, clubs, sporting events, etc. Outside of a few Muslim majority countries, it's use is normalized to the point where if you don't partake in it people will see you as weird.

Put reasonable restrictions on things, provide education about the risks, promote responsible use, and leave people to make their own decisions. Or would you rather live in a nanny state forever?
