Sub ends the fight, if the sub is executed within the bounderies of the mat. Any technique executed outside the bounderies of the mat is illegal not only in sambo, but also in judo, wrestling and BJJ.
And the count for knockdowns is a MUST in sports like boxing, kickboxing and MT...

You can finish takedowns off the mat under ADCC rules but that is a bit silly.
