The 27th is when Ireland imposed their own restrictions. Entry into the US from Ireland was restricted starting on March 14th. I'm only going by the wikipedia article for this next bit so take it with a grain of salt I guess but the original location and line up for the event weren't canceled until NYSAC refused to sanction the fight on March 18th. At that point it was already too late for Conor to come to the US.

i would think there been talks between the ufc and people as time went along. everyone killed khabib cause he didnt get a private jet which was allowed im sure conor could of done the same thing an been ok.
