Not $1,000. I don't know why it was different but I'm pretty sure the last Judge raised the fines exponentially for each offense. If I'm not mistaken he quit once they were in the $10,000 range. Fining a billionaire $1,000 won't deter them and it wouldn't fund much. I'd agree with you if they really were fining him hundreds of thousands per offense.
