OPCW-DOUMA - Release Part 3

Today WikiLeaks releases more documents showing internal disagreement within the OPCW about how facts were misrepresented in a redacted version of a report on an alleged chemical attack in Douma, Syria in April 2018.

Amongst these is a memorandum written in protest by one of the scientists sent on a fact finding mission (FFM) to investigate the attack. It is dated 14 March 2019 and is addressed to Fernando Arias, Director General of the organisation. This was exactly two weeks after the organisation published its final report on the Douma investigation.

WikiLeaks is also releasing the original preliminary report for the first time along with the redacted version (that was released by the OPCW) for comparison. Additionally, we are publishing a detailed comparison of the original interim report with the redacted interim report and the final report along with relevant comments from a member of the original fact finding mission. These documents should help clarify the series of changes that the report went through, which skewed the facts and introduced bias according to statements made by the members of the FFM.

The aforementioned memo states that around 20 inspectors have expressed concerns over the final FFM report, which they feel “did not reflect the views of the team members that deployed to Douma”. Only one member of the fact finding team that went to Douma, a paramedic, is said to have contributed to the final version of the report. Apart from that one person, an entirely new team was gathered to assemble the final report, referred to as the “FFM core team”.

Impact sites


The open-source investigation repeated the process above for seven impact sites, producing this map of all trajectories (triangles represent uncertainty of a trajectory).

The agreement between the trajectories is remarkable, with all of them converging on a small area that also happens to be at the expected ~2 km range from the impact sites.

It is widely recognized that this location was under opposition control at the time.

Video of the chemical attack

A month after the attack, when the US threat to attack Syria had already been removed, a video surfaced, which was claimed to have been found on the bodies of “Syrian terrorists”. The video shows Islamist fighters in gas masks launching the exact same rockets, identifying themselves as Liwa al-Islam (the dominant opposition faction in the area), and announcing the date as August 21st 2013 (the day of the attack).

The existence of video evidence of opposition fighters carrying out the chemical attack is a remarkable story all by itself. What would normally be considered the highest level of evidence, was here dismissed out-of-hand as fake and wasn’t even mentioned in mainstream media, while overconfident unfounded accusations by the US government and false evidence reported by the UN made headlines.

Conclusions

We have a video showing opposition fighters with gas masks launching the rockets used in the chemical attack on the night of the attack. This video strongly matches the characteristics of a small field that lies right at the intersection of seven trajectories calculated from the impact sites, within rocket range of all of them.

The above study published by an independent, nonprofit German Think Tank in February 2019 tracked 336 chemical weapons attacks in the Syrian conflict. Of these, 111 are comprehensively confirmed, 101 are confirmed, and 124 were credibly substantiated. 324 of these 336 attacks were definitively attributed to Assad's Syrian forces and their allies-- including both Douma and Ghouta.

They have actual images of Syrian air force military members tending to barrel bombs inside of their helicopters, for example. In fact, they have images of Syrian helicopters dropping these barrel bombs. Meanwhile, Russia tried denying chlorine attacks even took place at these locations-- at one point. Their story changed every time their narrative imploded, and this happened too many times to count.
