I remember reading a comparison of the amount of training cops around the world get. In Japan, Germany, etc. they receive years of training, basically a college degree. In America it is anywhere from a few weeks to a few months.

Not surprisingly, police corruption and police violence correlated strongly with the amount of training received (in first world countries).

IIRC, for RCMP in Canada it's at least 2 years, followed by essentially apprenticeship type duties for some time after that, but I don't think municipal cops get similarly adequate training. They tend to be pricks but I've met some good ones too.
