Looks like a belt wrapped around the bench. Want a GHD replacement because the machines are huge and not cheap. This does seem more convenient than loading a barbell and sticking my feet under it.
 
Dont you need hip extension to activate the glutes or are they contracting statically here?
The hips are extended throughout the movement.
Usually with GHRs, the hip is locked in extension and you only pivot at the knees.

Nordic curl is usually done on a flat surface so the pivot is directly below the knee cap.
A GHR device allows the pivot to be further up the thigh, making it drastically easier.

Ah, thanks for the clarification. I thought ghds went from hip flexion and extension into knee flexion.
 
It's just a strap, right? Not sure how much it costs, but you could buy basically the same thing for a low price from any hardware store. You just need something to hold your legs down. That's it.
