I'm fairly sure Colby hits harder than Max.

Cody McKenzie just doesn't look like he has any power, and his fight record reflects that. 1 TKO win in his 27 fight career, and that was in his first fight
 
There was a Dagestani? HW that had great standup technique but put very little power in his punches.
 
Fitch maybe? He had KOs early in his career but the only KO in UFC and beyond was by upkick of all things.

K1 Maia also comes to mind.

Feels like we're cheating though, including grapplers in the conversation is calling them bad at a game they weren't trying to play lol.
 
Bisping doesn't belong on that list. Jon Jones does, his standup punches never seem to drop anybody. His elbows are a different story and his skill more then makes up for it tho.
off the top of my head, he dropped Machida & Shogun with punches
 
Lots of decisionators to choose from, but of the best who have pillows for fists:

  • Most WMMA'ers except for Nunes and Shevchenko
