Yes, but at least Tate did manage to get Nunes to the ground . How Ronda would have done if she managed to get her to the ground, as she is better than Tate may have panned out differently. Emphasis is getting it to the ground, an as I said even if she doesnt get the takedown from the double/single leg, she ends up in clinch is where she wants to be.
You don't necessarily end up in a clinch after a double, don't know where you get that idea. You can end up in very bad positions.Tate for example got finished by Nunes after shooting and getting sprawled on. Nunes then took her back and choked her out. And Tate has been wrestling since junior high or whatever.
Maybe adding some level changes and a double leg threat could improve Ronda's game a little. But the real problem is her extremely poor striking. It was a total mismatch in there. The fight was over in 48 seconds! The problem is not double legs.
