Since 2000 the UFC hasnt had the best HW in MMA the majority of the time

Gonna need to know if they wore shirts or not for the ceremonial weigh-ins this is super important data.
 
The UFC business model is increasingly to sign cheap fighters from out of the U.S. and then build them up and convince us they're the best. If you don't think there are guys in M-1, Rizin, etc who could beat ranked fighters in the UFC, then you haven't been paying attention. Plenty of guys in other organizations have done well against UFC veterans or have gone on to do well in the UFC.

UFC isn't interested in signing guys who want 40k+ per fight unless they bring fans and viewers.

I think a big factor in that is HW's tend to have more drawing power so there less likely to fall inline with UFC hardball negotiating.
