is there a rough rule as to what legth skipping rope is ideal in relation to height of the person training?
 
You can usually adjust the length of your rope.

Put one foot on the rope. The handles should reach your armpits when pulled up. Thats a decent length I find.

I agree...that's how I was taught in elementary school and it has worked ever since.
 
^ Yepp, the above mentioned method worked for me, and I own 3 different style of ropes. (i.e. the above method works)
 
a rope can be too short, but it can't be too long, as mentioned you can always adjust a rope to your liking.
