I'm not surprised. Japan has always been a top player in the game. Japanese boxers are clearly underrepresented at the higher weights and overrepresented at the lighter weights so it evens out.

True. The UK typically hits well above their weight though. Most of the time the US & Mexico hold the top two spots since they have the most active boxers. Japan just leapfrogged us.
 
Boxing needs one commissioner to fix this and take care of old boxers.

Same i judo interestingly, even if they do have some higher weight top guys.
